Since 2003 Canadian Manufacturing has not Declined (If you remove Ontario from the stats)

Despite what you may have heard, manufacturing is not in a decline across Canada.  Just east of Manitoba is having problems, particularly Ontario.  West of Ontario the manufacturing output has increased by 18.1% between 2003 and 2015 in an inflation adjusted basis.
    That might be hard to believe, but it is true.  What isn't so hard to believe is that Ontario is leading the provinces with a net decline of 17.5% in manufacturing output since the provincial Liberal government has taken power in Ontario. If you take out Ontario, Canada would have had a small increase in manufacturing during this time period, instead Canada had a net decline of 8.5% in inflation adjusted production.

A Carbon Tax on Canadian Manufacturing is Not the Solution

Some would argue to carbon tax our own industries so that foreign competitors can sell to us at a lower cost.  Those would be our competitors, because they know that making our production costs more expensive via a carbon tax is not economically smart, heck it isn't even environmentally smart to send production to less regulated markets.  It is crazy that this is the solution that the federal government is trying to enforce across the country.  Increased production cost via higher electricity didn't work in Ontario, so I can't see it working across Canada.  Not to mention the almost guaranteed loss from manufacturing of chemicals and fertilizer that won't be able to compete when they have higher natural gas prices than their competitors.
